This position is jointly housed under R4D’s Health and Accountability and Citizen Engagement (ACE) practice areas. R4D's Health practice works to strengthen health systems by supporting countries in developing and implementing context-specific, evidence-based solutions. R4D’s ACE practice supports civil society and government change agents building and strengthening systems to tackle the governance and accountability challenges they face, by fostering collaboration, bridging knowledge gaps, and promoting experimentation and proof-of-concept. Our work at R4D’s ACE practice prioritizes the agency of local stakeholders and the sustainability of systems and processes, by identifying from the onset opportunities for embeddedness and coalition-building.OpportunityR4D seeks a Chief of Party (COP) for the anticipated multi-year USAID-funded Guinea Integrated Governance Activity. The purpose of the USAID Guinea Integrated Governance Activity (GIGGA) is to provide technical support to local government to improve decentralized service delivery in health, education, and economic growth.The COP will provide technical leadership, management and project oversight, and strategic vision for the project. They will be responsible for making key decisions and rapidly solving problems while ensuring program quality, maintaining effective program operations, meeting all project deliverables, and maintaining compliance with R4D and USAID rules and regulations and in-country laws. The COP will ensure coordination and integration across multiple activity components at national and subnational levels and will serve as the primary project representative to key stakeholders including USAID/Guinea, the Government of Guinea, numerous implementing partners, and other funding agencies. They will have expertise in governance and key technical areas such as health systems strengthening, education, nutrition, and economic development, with demonstrated experience managing USAID contracts or cooperative agreements.This position is contingent upon award and funding from USAID and approval of key personnel.   • Provide strategic vision and leadership for strengthening governance and service delivery at decentralized levels [LM1]in Guinea through the program, integrating global best practices and responding to local and USAID priorities.
  • Provide program oversight across all workstreams to ensure the delivery of key program objectives with high quality.
  • Oversee the design and implementation of all activities, including co-creation of approaches, evidence generation, and capacity development.
  • Build project teams with the right skills and then supervise and mentor those teams to ensure high-quality implementation.
  • Lead critical communications, relationships, and engagements with key stakeholders, including USAID, sector ministries, and partners.
  • Ensure full integration of gender, equity, and social inclusion principles into project implementation.
  • Manage relationship with USAID, in close liaison with R4D’s global level, to ensure clear coordination on technical and financial issues.
